PCCD names Dr. Frances (Fran) L. White as acting chancellor

OAKLAND, Calif. (Feb. 27, 2019) – On February 26, 2019, at its regularly scheduled Board meeting, the Board of Trustees of Peralta Community College District (PCCD) named Dr. Frances (Fran) L. White as acting chancellor of the District. Her start date will be March 1, 2019. The employment agreement will be considered at the next scheduled Board Meeting on March 12, 2019.

Dr. White comes to the Peralta Colleges with nearly four decades of experience in higher education and a long history with the California Community Colleges in a variety of roles, including serving as interim president at both Berkeley City College and College of Alameda in 2016.  She was also superintendent/president of the Marin Community College District for six years, retiring in 2010. Prior to that, Dr. White was the president of Skyline College in San Bruno, Calif., the executive vice chancellor at City College of San Francisco, and the interim chancellor of the San Jose/Evergreen Community College District. She also served as assistant dean of communication, arts and physical education at Laney College, where she was a faculty member for several years.

PCCD Board President Julina Bonilla has been working with current Chancellor Jowel C. Laguerre for several months to prepare the District for this transition. During a closed session on Feb. 22, 2019, the Board voted unanimously to accept an early retirement and release agreement with the Chancellor effective March 1, 2019.

“I’m thrilled the District has an exceptionally qualified woman to take the helm and address day-to-day operations on an interim basis,” said Bonilla. “The Board and our stakeholders can now focus on implementing a national search for a permanent chancellor consistent with our shared governance selection process in a manner that engages the public and the community.

 “The Board is committed to the highest levels of public transparency and accountability, added Bonilla. “I look forward to the active engagement and feedback of our campus communities and to keeping our East Bay public informed as we recruit the next leader to implement the vision of academic excellence and facilities upgrades necessary for the students we serve.”

Dr. White has a doctorate in education administration from the University of California at Berkeley, as well as a master’s degree in counseling psychology and a bachelor’s degree in psychology from the California State University, East Bay. She is a community college graduate and earned an associate degree in general education from Merritt College.

Dr. White has served on numerous local, state and national boards, commissions and committees. She is the statewide recipient of the 2010 Harry J. Buttimer Distinguished Administrator Award in the California Community Colleges. Dr. White was named “Women in Business: Education Leader of 2009” for the North Bay Business Journal. She is a former member and president of the Association of California Community College Administrators (ACCCA). She is a past president of the American Association of Community Colleges (AACC) President’s Academy and served as a member of the President’s Academy Executive Committee for four years. She was appointed to the American Association of Community Colleges (AACC) Board of Directors for a term of three years. Dr. White is a former member, Commission of American Council on Education (ACE), Office of Women in Higher Education; and a previous member of the American Association of Women in Community Colleges (AAWCC).

Laney College to Host the Northern California Haas Technical Education Center FREE Conference on “Manufacturing Reshoring”

For those interested in learning about the resurgence of manufacturing jobs in the U.S., 
Laney College and the Haas Technical Education Centers (HTEC) present a FREE conference about manufacturing’s resurgence entitled “Manufacturing Reshoring in California”.

The Manufacturing Reshoring Conference
will take place on Saturday, October 27, 2012 from 8:00 am – 4:30 pm in the Laney College Forum auditorium, 900 Fallon Street, Oakland. This free conference is open to educators, machine shop instructors, industry, counselors, labor, policymakers, and anyone interested in learning about manufacturing reshoring/onshoring. The event is co-sponsored by Chabot College, De Anza College, East Bay Economic Development Alliance, Petaluma High School and Selway Tools.

“The conference will include a tour of the Laney College Machine Shop,” said Mark V. Martin, Ph.D., Director, Advanced Manufacturing Workforce Development at Laney College

Another highlight of the conference will include a morning session keynote by Ro Khanna, author of “Entrepreneurial Nation– Why Manufacturing is Still Key to America’s Future” Mr. Khanna spent two years as deputy assistant secretary of the U.S. Department of Commerce, served on the White House Business Council, and is now a visiting lecturer in the Department of Economics at Stanford University, as well as a technology attorney at Wilson, Sonsini, Goodrich & Rosati.

Mr. Khanna’s presentation will be followed, first, by an Industry Panel about reshoring and worker skills (including information regarding the demand for skilled manufacturing employees) and then by an Education Panel entitled “Industry & Schools Working Together,” which will examine how industry and schools can work in tandem on training/retraining the workforce. During this panel session, participants will learn about the state of manufacturing education, what industry needs from schools and how industry can help educators.

The afternoon break-out sessions will cover training models and skills certifications for manufacturing students, including such topics as online training, stackable credentials and preparing the underprepared students. While these sessions are targeted towards educators, all are welcome to attend, especially representatives from manufacturing companies, shop instructors, counselors, school administrators, teachers, labor, WIB personnel, policymakers, and anyone who wants to learn about manufacturing and the reshoring/onshoring of jobs in the Bay Area.
