Chancellor’s resignation announcement

17 March 2021

Dear Students, Faculty, and Staff:

Chancellor Carla Walter, who has served the Peralta Colleges with distinction and honor, has announced her resignation effective April 15.

On behalf of the Peralta Community College District Board of Trustees I want to thank Dr. Walter for her leadership as Chancellor for the past eight months during one of the most difficult periods in the nation’s and the district’s history.

We are fortunate to have had a strong and committed leader at the PCCD helm during these past eight months and we are sad to have Dr. Walter depart as she has helped guide the District through the pandemic.

Dr. Walter informed me of her decision to resign for personal reasons on March 15.

In announcing her resignation to us, Dr. Walter said “I am honored to have served the students, faculty, and staff of PCCD, and the people of Alameda County.” Further, she wished all of the students, faculty and staff well and encouraged us to continue to make PCCD one of the top community college districts in the State.

Dr. Walter’s resignation comes just as PCCD begins its search for a permanent Chancellor. The board will consider an interim appointment to replace Dr. Walter between now and when a new permanent Chancellor is selected, which is anticipated later this year.

The PCCD Board of Trustees appointed Dr. Carla Stalling Walter to serve as the District’s Interim Chancellor effective Oct. 1, 2020 and continue through June 2021 or until a permanent chancellor was hired. Previously Dr. Walter served as the District’s Vice Chancellor of Finance and Administration and started serving as Acting Chancellor for the District this past July. She has more than 20 years of successful experience in financial administration and in higher education, including leadership posts at Chabot-Las Positas Community College District and State Center Community College District.

During her time as Interim Chancellor, Dr. Walter helped the District make substantial progress in addressing concerns about insolvency raised June 2019 by the Fiscal Crisis Management & Assistance Team (FCMAT). Her leadership resulted in notable outcomes including the Special Visit report noting the stability in College leadership at each campus and implementing the work with Cambridge West in securing data integrity, a critical component in the District’s financial stability. In addition, the District refinanced interest rates of its outstanding general obligation bonds to save taxpayers nearly $5 million dollars, earned a higher credit rating from Moody’s Investors Services, and secured millions in grant funding to provide services for students.

Also, of importance, Dr. Walter’s leadership and collaboration with the four colleges within the District, Laney College, Merritt College, College of Alameda, and Berkeley City College, has helped place the colleges firmly on the road to overcoming probationary status by the Accrediting Commission for Community and  Junior Colleges of the Western Association of Schools and Colleges.

We wish Dr. Walter all the best and thank her for her service to the Peralta Colleges.

Dr. Cynthia Napoli-Abella Reiss
