Peralta Community College District Announces Dr. Angélica Garcia as Next Berkeley City College President

The Peralta Community College Board of Trustees approved the appointment of Dr. Maria (Angélica) Garcia as President of Berkeley City College (BCC) effective May 7, 2020. Dr. Garcia will be the ninth president, and the first Chicana, to lead Berkeley City College, succeeding Dr. Deborah Budd, who has served as interim president since February 1, 2020.

Dr. Garcia is widely recognized as an effective and collaborative higher education leader with an emphasis on innovation, social justice, and equity while promoting academic excellence. Berkeley City College is an awarding winning institution known for civic engagement, student support services including those for veterans and the undocumented community, and a top college for Fulbright scholars and students transferring to four-year schools including UC Berkeley.

Dr Regina Stanback Stroud, Chancellor of the Peralta Community College District, which includes Berkeley City College as well as College of Alameda, Laney College, and Merritt College, said, “I am thrilled that Dr. Angélica Garcia is joining the Peralta District to lead Berkeley City College. I am thrilled for the administrators, faculty and staff who will benefit from her collaborative spirit and her relentless pursuit of excellence. And I am particularly thrilled for the current and future students at BCC. Her experience as a first-generation college student, and student of color, informs her teaching and leadership, always putting students first. I have seen her move mountains to assure student success at Skyline College and I have no doubt that will continue at Berkeley City College.”

Dr. Garcia is an East Bay resident with family that includes her wife and two young daughters. She is a graduate of San Francisco State University where she received a Doctorate in Educational Leadership. She also holds a Master’s in Social Work from San Diego State University and a Bachelor’s of Arts in Liberal and Civic Studies from St. Mary’s College.

Prior to Berkeley City College, Dr. Garcia served as a Vice President of Student Services at Skyline College where she led the design and implementation of the Promise Scholars Program, a program focused on increasing two- and three-year graduation rates. She created and launched the Student Equity & Support Programs division, providing leadership for the implementation of Guided Pathways, and led college and district-wide efforts to address food and housing insecurity experienced by students.

Dr. Garcia says, “I’m delighted to be joining Berkeley City College as President. I’m from the East Bay so coming to BCC is coming home for me. I’m honored to lead a school that is already a top choice for students looking to transfer to UC Berkeley or UC Davis. I believe pursuing higher education is an act of liberation, especially for historically minoritized communities. Berkeley City College students are part of a thriving community which mirrors the Bay Area’s ethnic, cultural and socio-economic diversity. I am energized by the diversity among students and the local community.”

She is a Leadership Fellow of the National Community College Hispanic Council (NCCHC). Additional professional affiliations include the Board of Directors for HERS (Higher Education Resource Services) focused on leadership development of women in higher education. She is also a Board Member of the San Francisco State University Ed.D. Educational Leadership program (including serving as member of the admissions review committee). She has also served on a local PTA board for her daughter’s elementary school.

Garcia’s appointment follows an extensive national search that began in January 2020 and drew what search committee members described as a very large, diverse and extremely competitive pool of candidates. Dr. David Johnson, Merritt College’s acting president and chair of the search committee noted that the process attracted a deep and talented pool of applicants, “including sitting presidents, accomplished vice presidents and respected academics. Dr. Garcia’s unique professional characteristics and values profoundly resonated with the mission and vision of Berkley City College.”
