Peralta Federation of Teachers and International Union of Operating Engineers Local 39 both Agree to Three-Year Contracts with the Peralta District
OAKLAND, Calif. (February 28, 2020) – On February 25, 2020, the Board of Trustees of Peralta Community College District (PCCD) approved agreements with two important collective bargaining units of District employees. At their regularly scheduled meeting, the Trustees approved three-year agreements with the Peralta Federation of Teachers (American Federation of Teachers Local 1603) and also with the International Union of Operating Engineers (Local 39).
.
Peralta’s Vice Chancellor of Human Resources Chanelle Whittaker said, “The Peralta Community College District is a firm believer in equity and fair pay for all. The District has to apply that belief while being fiscally responsible stewards of taxpayer money. I’m very pleased that the administration and these collective bargaining units were able to agree on terms and conclude these negotiations.”

The Peralta Federation of Teachers (PFT) is the sole bargaining unit for teachers, librarians, counselors, and nurses at the Peralta Community College District, and represents the more than 1000 full- and part-time faculty working at Berkeley City College, College of Alameda, Laney College, and Merritt College. The agreement, backdated to begin on July 1, 2019, includes a cost of living (COLA) pay increase of 3.26% and a major step toward compensation parity for part-time faculty, among other line items. The agreement concludes several months of negotiations between the District and PFT.

Dr. Regina Stanback Stroud, Chancellor of the Peralta District, stated, “Peralta Community College District is a great place to work. We want to attract talented faculty, staff and administrators with excellent and fair conditions of employment while being responsible stewards of the precious and limited public resources we have. We will remain focused and vigilant as we work together to provide outstanding educational opportunities here in the East Bay.”
.
“I want to thank Chancellor [Stanback] Stroud and the Trustees for their commitment to supporting faculty and the students we serve by ensuring that we have a fair contract,” said Dr. Jennifer Shanoski, Peralta Federation of Teachers President. She continued, “I’d like to thank Vice Chancellor Whittaker and the entire district negotiating team for continuing to work with us. It was not always easy but we made it work. I’d like to thank the hundreds of faculty who showed up on their days off, their nights off, sometimes traveling really far to stand up for what they believed was right…We’re really excited [about the agreement] and we’re ready to move on and partner with the district on many of the challenges that are facing us all.”
.
The International Union of Operating Engineers (IUOE) Local 39 includes Stationary Engineers who operate and maintain the physical plant systems in buildings, schools, and similar facilities. As with PFT, the IUOE agreement features a 3.26% COLA increase.
.
Charlie Solt, a negotiator and spokesperson for IUOE representing the Peralta employee members of Local 39, said “We represent about 90 of your employees, who take care of your buildings and grounds. They are hard-working people and take a lot of pride in what they do. I want to thank the Chancellor for recommending support for the agreement. Thank you for supporting your employees.”
