Peralta CCD Appoints Dr. Carla Walter as Interim Chancellor

Oakland, CA — On Tuesday, September 29, 2020, at their regular governance meeting, the Peralta Community College District (PCCD) Board of Trustees appointed Dr. Carla Stalling Walter to serve as the District’s Interim Chancellor effective October 1, 2020 and continuing through February 2021 or until a permanent chancellor is hired. The Board approved the contract including an annualized salary of $314,943. Interim Chancellor Walter previously served as the District’s Vice Chancellor of Finance and Administration and started serving as Acting Chancellor for the District this past July. She brings more than 20 years of successful experience in financial administration and in higher education, including leadership posts at Chabot-Las Positas Community College District and State Center Community College District.

“We are impressed by the calm professionalism Dr. Walter brings to her work,” said Board of Trustees President Julina Bonilla. “She also brings a fresh perspective to our District with over 20 years’ experience in higher education and municipal finance leadership. She has served in diverse roles—as professor, director, dean, chief operating officer, chief financial officer, and chief executive officer—and in diverse organizations–in community colleges, public and private universities, and municipal finance. In addition, Dr. Walter is an accomplished author, speaker, and advocate for the role of the arts in community and personal improvement.”

The District has made substantial progress in addressing concerns about high risk of insolvency raised June 2019 by the Fiscal Crisis Management & Assistance Team (FCMAT). At a California Community Colleges Board of Governors meeting in May 2020, the state–assigned fiscal monitor confirmed that PCCD is now well within a low risk rating on the FCMAT assessment. In addition to improving its FCMAT score, the District recently refinanced an ambitious bond program to save taxpayers nearly five million dollars, earned a higher credit rating from Moody’s, and secured millions in grant funding to provide services for students.

“Dr. Carla Walter’s background in both education and finance is critical to the District’s path forward in improving our fiscal health,” said Board of Trustees President Julina Bonilla. “Serving as Acting Chancellor, the appointment of Dr. Walter as Interim Chancellor allows the District to maintain a seamless transition in CEO leadership as the Board initiates the permanent Chancellor search.”

Dr. Jennifer Shanoski, President of the Peralta Federation of Teachers, said, “I’m really excited that the Board chose to select a Chancellor who has expertise in finance which we all know needs attention and support, and who has shown us a great ability to work together to try to solve problems collaboratively and collectively, and to do so in a really calm helpful manner. The Board will continue its search for a permanent Chancellor and looks forward to working with the entire District community to select the best candidates for the role.

More About Dr. Walter

Dr. Walter also served as a tenured associate professor in business at Missouri Southern State University, coming to the field after being Chief Operating Officer in the public finance industry. As a leader in public finance, she partnered with public agency executives in California to issue and administer over $30 billion in bonds. Both her BA in economics and her PhD in Dance History and Theory were earned from the University of California, Riverside.  She earned her MBA from the California State University, San Bernardino. Dr. Walter is proud to be a graduate from Riverside Community College, where she earned an Associate in Science. Dr. Walter is a native of Los Angeles, now living in Hayward.

Peralta Board Begins Contract Negotiations with Dr. Carla Walter to Become Interim Chancellor

Oakland, CA — The Peralta Community College District (PCCD) Board of Trustees held a special meeting on Wednesday, September 23, 2020, and today is announcing their decision to begin contract negotiations with Dr. Carla Walter to become Interim Chancellor. The goal will be to place the contract for public review and approval at their regular meeting scheduled for Tuesday, September 29, 2020.

The announcement was made following an expedited search process that began in July 2020 and included input from students, faculty, classified professional staff, administrators, and community members. Dr. Carla Walter was previously the Vice Chancellor of Finance and Administration at the District and has been serving as Acting Chancellor since July 18, 2020.

Regina Stanback Stroud Announced as Choice for Peralta District Chancellor

On September 24, 2019 the Peralta Community College District Board of Trustees announced Dr. Regina Stanback Stroud, former president of Skyline College, as their choice to be the next district Chancellor.

Dr. Stanback Stroud has more than 35 years of experience as an educator and leader. She served most recently as President of Skyline College in San Bruno CA from 2010 to 2019. Upon her retirement in July 2019 she was named President Emerita by the San Mateo County Community College District (SMCCCD) Board of Trustees. She is highly regarded for her expertise on student equity and diversity; education/industry collaboratives; economic empowerment and anti-poverty strategies; community workforce and economic development; and regional and state educational policy. As a faculty leader, Dr. Stanback Stroud served as the President of the State Academic Senate for California Community Colleges and served on the Academic Senate Executive Committee for five years.

Julina Bonilla, Board of Trustees President, said, “Dr. Stanback Stroud’s reputation as an innovative force for student equity and diversity precedes her. Early in the search process when we talked about the type of Chancellor we wanted, we said we needed a strong administrator like Dr. Stanback Stroud. We’re absolutely thrilled she is willing to continue her career here at Peralta. We believe our faculty, staff, administration, and particularly our students will be well served by her thoughtful leadership.”

Stanback Stroud said “As an Oakland resident, I am home. This is my community.” She continued, “Peralta is a phenomenal district and there’s so much that is done well here. But it is no secret that there are some real challenges. I’ve read the FCMAT. We are coming to grips with some very real issues and we know what needs to be done. I am confident that with leadership, commitment, and political will we can steer the district to financial stability while we continue to provide affordable educational opportunities and a vibrant culture for the communities we serve.”

Chancellor Laguerre announces retirement

OAKLAND, Calif. (Feb. 25, 2019) – The Peralta Community College District (PCCD) Board of Trustees announced that Chancellor Dr. Jowel C. Laguerre will be retiring on March 1, 2019.

PCCD Board President Julina Bonilla has been working with the Chancellor for several months to prepare the District for this transition. During a closed session on Feb. 22, 2019, the Board voted unanimously to accept an early retirement and release agreement with the Chancellor. The Board will continue work it began with the Chancellor to identify an acting chancellor and may make an appointment as soon as the next board meeting on Feb. 26. The District will then launch a national search to fill the position of the chancellor.

“I want to thank Chancellor Laguerre for his tireless dedication to our colleges, students, faculty, staff and the community. The board of trustees acknowledge our K-14 challenges and we are actively moving forward to quickly address our most pressing issues,” said PCCD Board President Bonilla. “The board of trustees is grateful for Dr. Laguerre’s willingness to help plan for a smooth leadership transition. We wish him continued success in his next chapter.”

During the election of Nov. 2018, the passage of two measures signaled voter confidence in the District and will help propel it for future success. Northern Alameda County voters overwhelmingly approved Measure G, Peralta Community College District’s $864 million bond proposal to facilitate improvements to facilities and new construction. Voters also approved Measure E, extending the current $48 per parcel tax to supplement funding for core academic programs at the Peralta Colleges, which include Berkeley City College, College of Alameda, and Laney and Merritt colleges in Oakland, Calif. The board of trustees is indebted to the community for its overwhelming support and passage of Measure G Bond and Measure E which will allow the District to address several priorities over the next five-to-seven years. Our students and community will be the well-deserved beneficiaries of new and refurbished facilities, including a new library at Laney College and a new child development center at Merritt College.

Peralta Board of Trustees Swears In Trustees, Elects New Officers

The Peralta Community College District’s Board of Trustees, at its annual organizational meeting held on December 13, 2016, swore in a new Trustee, Karen Weinstein (Area 6), pictured left, and also three reelected Trustees, Meredith Brown (Area 2), Bill Withrow (Area 1), Nicky González Yuen (Area 4). In addition, the Board elected new officers for 2017.

Julina Bonilla, representing Area 7, pictured right, was elected President, and Meredith Brown was elected Vice President. Jowel C. Laguerre, Ph.D, Chancellor of the District, was elected Board Secretary. Outgoing president, William Riley, who will continue to represent Area 5, and Cy Gulassa, retiring Trustee who represented Area 6, were honored for their service at the meeting.

Student Trustees Dave Ivan Cruz and Marquita Price will also continue to serve on the nine-member governing board.

“I am extremely honored to serve the Peralta community and look forward to cultivating high quality educational programming and training for our students,” said President Bonilla.

President Bonilla is a Solano Community College graduate and received her B. A. from U. C. Berkeley. She is a former Oakland elementary school teacher and eventually moved into workforce development providing education and job training to young adults in Northern California. Her community work and active memberships include serving as the Board President of Tradeswomen Inc. and in the National Women’s Political Caucus-AN. She has served as a member of the Oakland Workforce Investment Board and co-chair of the Oakland Youth Council. Currently, she is the Program Director of the West Oakland Job Resource Center. She was first elected to the board in 2014.

Vice President Brown was elected to the Peralta Board of Trustees in 2012 and has an extensive background in community service, including working as literacy volunteer for the Super Stars Literacy Program at Hoover Elementary School and serving as a delegate at the 2008 Democratic Convention. In addition, she is active raising awareness of the importance of early childhood education by working on the Alameda County Pre-School for All Campaign and working on a community task force for our local assembly representative. Brown is a graduate of Cornell University and also graduated from Boston University School of Law.

Karen Weinstein, who was elected to fill retiring Trustee Gulassa’s seat, has served on the Peralta District Citizens’ Oversight Committee, is a Board Member of the Berkeley Public Schools Fund and is Vice-Chair of the Berkeley Commission on the Status of Women. Trustee Weinstein serves as Co-Chair of the California Democratic Party’s Affirmative Action Committee and is a member-elect to the Alameda County Democratic Central Committee. She also serves as community liaison for the Dreamers and Undocumented Student Task Force. Trustee Weinstein received her Ph.D. in Counselor Education, with a concentration in college counseling from the School of Education, State University of New York at Buffalo. She is a Licensed California Psychologist.

Peralta Community College District Board of Trustees Elect New Slate of Officers for 2016

The Peralta Community College District’s Board of Trustees, at its annual organizational meeting held on December 9, 2015, elected new officers for 2016.

William “Bill” Riley, Ed.D., who represents Area 5, was elected President of the nine-member board, and Julina Bonilla, representing Area 7, was elected Vice President. Jowel C. Laguerre, Ph.D, Chancellor of the District, was elected Board Secretary. Outgoing president, Meredith Brown, who represents Area 2, was honored at the meeting for her work leading the Board in 2015.

Nicky González Yuen, Area 4, Cy Gulassa, Area 6, Linda Handy, Area 3, Bill Withrow, Area 1, and Meredith Brown, continue to serve on the Board. Student Trustees Adrien Abuyen and Justin Hyche also serve on the nine-member board.

“I look forward to working with my fellow Trustees, and Chancellor Laguerre, in the coming year to ensure that the Peralta Colleges continue to provide educational opportunities to our community’s students,” said President Riley.

“The key initiatives I will personally be committed to this year are closing the achievement gap, addressing accreditation matters and providing scholarships for our students to ensure everyone who wants to can go to one of our four community colleges,” President Riley added.

President Riley was first elected to the Board of Trustees in 1998 and represents an area that includes Oakland’s Rockridge District and the City of Piedmont. He has served as President of the Board twice and also as Vice President. He is a Merritt College alumnus and served as Student Body President. Dr. Riley has worked in public education for over 40 years, including at the Alameda County Office of Education, the Oakland Unified School District, the East Palo Alto/Ravenswood and the San Ramon School Districts. He earned an Ed.D., in Educational Policy and a B.A. in Sociology and Physical Education from the University of San Francisco and an M.A. in Educational Administration from San Francisco State University.

Peralta Colleges Trustees Sworn-In, New Board Officers Elected For 2015

The Peralta Community College District Board of Trustees, at its annual organizational meeting held on December 9, 2014, elected a new slate of officers for 2015. Additionally, a newly elected trustee and two trustees, reelected in November, were sworn-in to serve for the next four years.

Meredith Brown, who represents Area 2, was elected president and Dr. William “Bill” Riley, who represents Area 5, was elected vice president of the nine-member board, which includes two student trustees.

Julina Bonilla, who was elected in November to represent Area 7, was sworn-in by Abel Guillén, the outgoing Area 7 Trustee who was elected to the Oakland City Council in November. Linda Handy, Area 3, and William “Bill” Riley, both re-elected in November’s election, were sworn-in, respectively, by former Assemblymember Sandré Swanson, who is Deputy Mayor of the City of Oakland, and Judge Gordon Baranco, Superior Court of California, County of Alameda.

“I am both pleased and honored to serve as president of the Board,” Brown said. “One of our first actions starting off our new year was to approve the terms of an agreement that will provide construction related apprenticeship positions for students in Laney College’s Construction Management Program to work on Peralta’s capital construction projects.”

“We will continue to build partnerships with the local building trades, public transit agencies and the health industry, and we will work closely with our K-12 and county education partners to prepare our students for California’s changing economy,” said Brown. “We will continue to provide a well supported pathway for students transferring to our CSU and UC systems,” Brown Added.

Brown, first elected to the Board of Trustees in 2012, is an attorney with over 20 years of experience in complex litigation and representing public agencies. She received her Bachelor of Science from Cornell University and her Juris Doctor Degree from Boston University School of Law. Brown served as a clerk for United States Magistrate Joyce London Alexander, First Circuit in Boston, Mass. Her community involvement includes service as a delegate to the 2008 Democratic National Convention, and leadership with the Alameda County Democratic Lawyers Club, Montclair Soccer Club, National Women Political Caucus – Alameda County North, and a volunteer Judge Pro Tem for Alameda County.

Newly elected trustee Julina Bonilla is a community college graduate and received her B.A. from U. C. Berkeley. She is a former Oakland elementary teacher who moved into workforce development, providing education and job training to young adults in Northern California. Bonilla’s community work and active memberships include Board Vice President of Tradeswomen Inc., the National Women’s Political Caucus-AN, and she has served as a member of the Oakland Workforce Investment Board and co-chair of the Oakland Youth Council. She is the Program Director of the West Oakland Job Resource Center.

Linda Handy, who was first elected in 2002, has a long resume of community service and college administration experience. She has a M.S. in Organizational Development and Analysis from the Weatherhead School of Management at Case Western Reserve University. Handy is a Laney College alumna and a former president of the Oakland Coalition of Congregations.

William “Bill” Riley was first elected to the Board of Trustees in 1998 and is a Merritt College alumnus who has served in public education for over 30 years, including in the Oakland, East Palo Alto/Ravenswood and San Ramon School districts. He earned his Ed.D. in Educational Policy and a B.A. in Sociology and Physical Education from the University of San Francisco and an M.A. in Educational Administration from San Francisco State University.

Continuing to serve on the board are Bill Withrow, who represents Area 1, Nicky González Yuen, Area 4, and Cy Gulassa of Area 6. Student trustees are Carl Oliver and Jeramy Rolley.

For 50 years, the Peralta Community College District has served the cities of Alameda, Albany, Berkeley, Emeryville, Oakland and Piedmont by providing 30,000 students each semester with a range of educational programs and life-long learning opportunities.
